THE Modernization Vision and Strategy Paper

The Modernization Vision and Strategy Paper outlines the strategic 10 year plan for Modernizing the Public Sector. The document elaborates on the overarching philosophies which inform the Reform Programme and maps the plan for developing the Public Sector.

The main themes of the reform are reflected in the 8 chapters of the strategy document, these are:

  • Sustainable Development
  • Governance
  • Values and Principles and Regeneration of the Public Service
  • Customer Service
  • Resource Management and Accountability
  • Managing People
  • Performance Management
  • Technology

While each theme has its own vision, and carries with it a set of objectives to support the fulfilment of that vision, central to all the themes is the modernization of public sector entities and the establishment of these entities as performance based institutions such as executive agencies. In simple terms, performance based institutions are organizations which are designed to offer high quality customer service, focus on developing policy and implement systems which ensure accountability for performance and service delivery.

The strategic priorities of the Reform Programme were identified as:

  • Customer Service-Ensuring that services are matched to people’s life events and delivered in a timely manner
  • Information Technology-Using modern technology to make doing business with government easier
  • Human Resource Development-rationalising and decentralising the systems and structures for human resource management and development and giving effect to a policy of investment in people to enable them to perform at the highest professional level
  • Modernisation of key ministries
  • Organisational structures-the application of the Executive Agency model and principles to more government entities to ensure greater focus on higher level service delivery and performance management
  • Financial Management Systems-adopting a fully integrated computerised business enterprise system which uses full cost and accrual accounting, asset and resource management, in an integrated planning framework
  • Joined-up government-creating and establishing cross-government co-ordination machinery/mechanism

While the overall strategy for modernising government remains the same today, the plan for implementation has been modified. This new plan is contained in the Medium Term Action Plan, the MTAP, formulated following a review of the Public Sector Modernisation Vision and Strategy done in 2007. View the MVSP

The Medium Term Action Plan 2008-2012

In order to assess the progress of the implementation of the Modernization programme over a five year period to determine the best way forward, a review of the Public Sector Modernisation Vision and Strategy 2002-2012 was conducted in 2007. The Medium Term Action Plan (MTAP) for the Modernization Programme emerged out of the 2006/7 review of the Public Sector Modernization Vision and Strategy 2002-2012.

The review identified a number of achievements of the implementation of the action plan since 2002 and also pointed to strategies for ensuring the objectives of the programme be best met.

The MTAP now forms the basis for implementation of the Modernization Programme over the next five years. View the MTAP

Through the development of the MTAP, the implementation of the modernisation programme has been redesigned with the following components:

The key focus of the modernization programme continues to be the provision of high quality service designed around the needs of the customer. In transforming the public services to become more people centred and customer focused, government is seeking to simplify its business processes to remove unnecessary bureaucracy as a means of encouraging investment. The strengthening of the Governance and accountability frameworks of government is a pivotal part of the modernization given its importance in ensuring that a space is provided for the Jamaican citizen to express viewpoints and be re-assured that they’re opinions are being subsumed in the decisions of government.
