Performance Based Institutions
Executive Agencies and other Performance Based Institutions
Under the Modernisation Programme, a number of Performance Based Institutions (PBI’s) in the form of Executive Agencies, policy-focused Ministries and other entities have been established across the Public Sector. Performance Based Institutions facilitate:
- more efficient and effective delivery of services to its customers
- greater focus on policy development andmanagement of portfolio entities to ensure realization of priorityoutcomes
- accountability for performance and servicedelivery
What are Executive Agencies?
Executive agencies are public sector bodies which:
- are responsible for ensuring high levels of customer satisfaction; they are required to set performance targets related to the quality and effectiveness of the services delivered. All Executive Agencies have Citizens Charters which set out the minimum standards of service that the customer has a right to expect. The Agencies undergo constant monitoring and performance reporting to ensure that they continue to meet their service targets.
- have enhanced delegated authorities over the management of their resources; while still fully owned by government, these agencies are given greater autonomy in making financial and human resource management decisions. The Chief Executive Officer is required to sign a performance agreement, holding him/her accountable for achieving key performance indicators which are based on the quality and cost effectiveness of the services they provide to their customers.
Some PBI’s already created include:
- National Land Agency (NLA) - brings together the core land information functions of Government under one roof, and includes: Land Titles; Surveys & Mapping; Land Valuation & Estate (Crown Land) Management
- Registrar General’s Department (RGD) - the RGD, the agency responsible for registering births, marriages and deaths have made a number of adjustments towards offering better service
- Management Institute for National Development (MIND) - In addition to its wide range of courses, MIND offers its clients a variety of study options; programme courses (offered throughout the year), customized courses - ‘your place or mind’, and web-based courses - ‘MIND online’.
- Child Development Agency (CDA) - The CDA is focused on placing as many children as possible in family based care to ensure children are nurtured in the most ideal environment
- Companies Office of Jamaica - With the implementation of new electronic systems, the Companies Office now provides clients fast access to information to facilitate new company, and patent registration. Its revamped website offers subscribers an easy to use menu of services to save them time and money
- Jamaica Information Service - The JIS has a responsibility to inform and educate the public in Jamaica and overseas policies, programmes and institutions of the Government of Jamaica.
- National Environment and Planning Agency - NEPA is committed to the processing of planning and environmental approvals, permits and licenses within the shortest possible time.
- National Works Agency - The NWA has a mandate to plan, build and maintain a reliable, safe and efficient main road network and flood control system.
- Administrator General’s Department - The AGD has responsibility for the administration of estates of those who die without leaving a will, protecting the interests of minors, beneficiaries and creditors.
Current modernization projects include Modernization or strategic improvements of:
- Ministry of National Security
- Passport Immigration and Citizenship Agency (PICA)
- The Jamaican Justice System Reform Project
- The Cabinet Office
- The Forestry Department and Fisheries Division
- The Ministry of Education
- The Island Traffic Authority
- The National Public Health Laboratories
- The Ministry of Health
