| The
Public Service Commission is composed of three to five
members appointed by the Governor-General under Section
125 (2) of the Constitution of Jamaica. The members of
the Commission are recommended to the Governor-General
by the Prime Minister after consultation with the Leader
of the Opposition. The Public Service Commission is
guided by the Public Service Regulations, which are
administered by the Office of the Services Commission.
The Office of the
Services Commission is an administrative body made up of
public officers. Its role is to administer the Public
Service Regulations on behalf of the Public Service
Commission and to provide documentary support for the
recommendations, which the Commission sends to the
Governor-General. |
Roles
The Public Service
Commission will continue to carry out the following
functions:

Training |
|
|
The
selection of persons for national training programmes and
scholarships will continue to be conducted by the Public
Services Commission. |
|
|
|
Transfers |
|
|
In
the event of a disagreement regarding intra-ministerial
transfers, any of the parties may seek the intervention of
the Public Service Commission. |
|
|
|
Selection
Appeals |
|
|
Candidates
in a selection exercise who believe they were assessed
unfairly may appeal the decision of the ministry’s
selection panel and appeal in writing to the Public
Service Commission within ten (10) working days of
notification of the decision. Appeals made to the
Commission will be dealt with within thirty (30) working
days of filling. |

|
Right
of Appeal |
|
|
Employees
who have reason to believe that a disciplinary process was
unfair, or who are displeased with the disciplinary
penalty imposed, may appeal to the Public Service
Commission. If, following a ruling by the Public Services
Commission, the employee is still displeased, an appeal
may be made to the Privy Council. |

|
Separation |
|
|
Separation
under the following circumstances will continue to be the
responsibility of the Public Service Commission: |

due to incapacity |

Early
retirement |

Establishment
of Guidelines |
|
|
The
Public Service Commission will: |

| i) |
Establish
guidelines for Permanent Secretaries, |
| ii) |
Ensure
that adequate training is provided to designated
ministry personnel, |
| iii) |
Act
as a source of consultation and advice. |
