Public Sector Transformation Major Documents
The following are some of the major documents produced by the Public Sector Transformation Unit (PSTU) in fulfilment of its mandate to "to lead, monitor, evaluate and facilitate the implementation of the restructuring of the Public Sector for efficient, effective and economical Government."

1. Implementation Plan for the Implementation of the Public Sector Master Rationalisation Plan (July 2011 – June 2013)
An Implementation Plan has been developed, organised in three phases, reflecting the prioritisation of activities critical to the efficacious execution of the transformation initiatives. The phases on the plan overlap chronologically, as the separation of activities by time will not be exact. The work to be undertaken in each phase represents the activities to be facilitated by the PSTU and which are deemed necessary to kick start the transformation. The expectation is that the MDAs will follow through on the work started and that the established central coordinating Units will ensure sustainability.

2. Implementation Strategy for the Restructuring of the Public Sector
Implementation of the recommendations contained in the MRP requires careful planning and resources. To assist Ministries and Entities in developing their entity-specific implementation strategy and implementation plans, the PSTU developed this generic Implementation Strategy to provide a broad framework for implementation that should inform the transformation process considered by all Ministries, Departments and Agencies (MDAs).
It is a working document and can be modified by MDAs to more accurately capture Entity-specific considerations.

3. Public Sector Master Rationalisation Plan (MRP)
The Public Sector Master Rationalization Plan (MRP) contains the recommendations for rationalizing and transforming the entire Public Sector. The paper addresses the rationalization of the Public Sector at the strategic level and examines Ministries and their respective Departments and Agencies, in relation to their mandates and core functions. The determination of their treatment has been based on extensive consultations with various stakeholders, including the recommendations of the Public Administration and Appropriations Committee (PAAC) and final sign off by the Cabinet on May 2, 2011.

4. Public Sector Transformation Programme Change Management Plan
Government organizations and business enterprises are constantly subjected to change, and there is no doubt that changes in the context of Government and business can often become very complex. Today, Change Management is a well-known, well-researched, and well-read subject, and most organizations have well-documented Change Management processes and plans.
The Jamaican Public Sector is, by no means, immune to change.
In partial fulfillment of its mandate, the PSTU, through its Human Resource and Industrial Relations Specialist, engaged the Human Resources community to design and develop a Master Change Management Plan for sector-wide implementation. This document is therefore a compilation of various crucial and significant plans aimed at preparing employees to manage the impact and maximize the benefits of a sector-wide Change programme.

5. Terms of Reference for Interdisciplinary Transformation Teams (IDTTS)
This Terms of Reference (TORs) was prepared based on the document developed by the Ministry of Health as a guide to its Interdisciplinary Transformation Team (IDTT) for the transformation of their Ministry under the Public Sector Transformation Project.
The document serves as a general guide to all Ministries, Departments and Entities (MDAs) but it should be modified as necessary to suit the specifics of the transformation process within each MDA.

6. Terms of Reference for Ministry Transformation Steering Committees (TSCs)
The Implementation of the Recommendations of the Master Rationalisation Plan (MRP) will require careful monitoring and supervision. The Permanent Secretary (PS) and Heads of all Entities must provide the direct leadership that will inspire and motivate their staff. The success of the implementation of the MRP and other on-going service delivery improvement initiatives is the direct responsibility of the PS in each Ministry. However, to support this process the Transformation Steering Committee (TSC) will function at the strategic level and will be established under the Chairmanship of the PS to oversee the implementation of the transformation activities that will bring about the desired efficiencies and service delivery improvements throughout the respective Ministry and its portfolio Entities. This strategic level Team will play a critical role in managing, and monitoring and evaluating the transformation process.

7. Report of the Task Force on the New Regime for Juveniles in Remand and Correctional Facilities in Jamaica
This report represents the results of the consultations and the relevant literature review conducted to inform the New Regime on Juveniles in Remand and Correctional Facilities. Emerging out of months of deliberations with critical stakeholders is a comprehensive review of existing policies, processes, procedures and protocols that have informed the revised structures and systems proposed for consideration of the new regime.
Visits and consultations with international experts in the field have provided new insights in influencing the content of this paper, that should facilitate a paradigm shift and impact dramatically on the approach to be adopted and the mechanisms to be instituted, to facilitate the requisite changes necessary for the implementation of a new regime in the treatment of juveniles in conflict with the law.
